If he has attended sailing lesons then I would say the school he went to failed miserably

I hate too many regulations but it is time that those who wish to run/drive/sail a boat on the water must pass a competency standard before being allowed out on their own.

Having the freedom to be an idiot is one thing. To abuse that privilege is something completely different.

I'm not a fan of compulsory training, but sometimes Darwin's laws of survival of the fittest take too long to play out...
